Jim Horne is a Principal with Dutko Worldwide where he heads up the Jacksonville office. He brings an extensive background in both the public and private sectors in areas such as business development, technology, energy, environmental and health care issues.
Prior to joining Dutko, Mr. Horne was the founder and President of the Horne Group, a governmental consulting and business development firm. From 1994-2001, Mr. Horne served in the Florida Senate where he held several key leadership positions. In 1996, he was selected to chair the Senate Education Appropriations committee where he quickly put his financial background to work in designing an allocation of education resources for the community college system based on performance and outcomes. In 1997, Mr. Horne created the Excellent Teacher Act that rewarded Florida’s teachers with a bonus of up to 20% for passing the National Board Certification exam and mentoring other teachers in the classroom. The program continues to be one of Florida’s most successful education endeavors.
In 2001, after helping Governor Jeb Bush craft and implement his reorganization plan for Florida’s educational delivery system, Mr. Horne was asked to resign a year early from his elected position and was appointed by Governor Bush as the first ever appointed Secretary/Commissioner of Education. In this new position, Mr. Horne had oversight and responsibility for the first K-20 seamless education system in the country.
