Kim Koontz Bayliss is a Managing Principal at Dutko Worldwide, specializing in telecommunications and technology issues.
Kim brings extensive experience and a unique understanding of the legislative process from two perspectives. While working for nearly ten years in the office of the late Congressman Mike Synar (D-OK), where she ended her tenure as the Representative’s most senior aide, Kim oversaw all aspects of Congressman Synar’s legislative operation.
As the Vice-President of Government Relations for United Video Satellite Group (USVG) now Gemstar - TV Guide in Washington, D.C., she was the sole lobbyist representing the company on telecommunications and intellectual property issues before Congress, the FCC, and the Copyright Office.
Prior to her work at USVG, Kim was an associate in the Washington Office of Wilkie, Farr & Gallagher.
