For the past 20 years, Bill Cunningham has been managing relationships with key federal officials on Capitol Hill with specialization in banking, insurance and appropriations.
Immediately prior to joining Dutko Worldwide, Bill served as Senior Vice President within the Office of the Chairman at insurance giant Royal and SunAlliance. Bill managed communications for the Chairman’s Office to staff, US Board of Directors, Wall Street advisors, key regulators and federal elected officials in Washington, D.C. Also, he managed and participated in all capital raising meetings with Wall Street advisors, private equity and hedge fund firms with the Chairman.
Prior to that position, Bill served as Senior Vice President within the Office of the President and CEO at Conseco Services based in Carmel, Indiana. Conseco is a $4 billion life, health and annuity insurance company. Within the Office of the President, Bill managed all regulatory and relevant federal issues in Washington, DC. He was also responsible for initiating and implementing for the President a strategy regarding the successful SEC & New York Attorney General Eliot Spitzer’s Office negotiation leading to a significant reduction in fines. Bill was also actively involved in the recapitalization of the company by raising in excess of $1.5 billion which led to the turnaround of the country’s third largest bankruptcy.
On Capitol Hill, Bill served on the House side as Congressman Joseph P. Kennedy’s Chief of Staff. His management role included oversight on all federal legislation, fundraising, personnel as well financial disclosure requirements. Bill’s primary legislative focus specialized in banking and appropriations.
Prior to this position, Bill served as a Deputy Staff Director on the House Banking, Finance and Urban Affairs Committee. He served in this position for several years with an emphasis on banking and securities related issues. As staff, he also played an active role in the development of the most historic, comprehensive savings and loan legislation.
Bill attended Northeastern University in Boston earning a Bachelor of Science Degree as well as a Master of Science Degree in Economics.
