As a Vice President, Renée brings to Dutko an in-depth understanding of the federal procurement process and policy. Renée serves as Dutko’s internal subject matter expert on government management issues and leads Dutko Government Markets strategic business consulting practice in the area of federal contracting to both public and private sector clients. Renée provides competitive intelligence and accurate forecasting of specific policies and overarching trends and incorporated this knowledge into long-term/short-term business plans and used as a basis for recommendations of where to invest GM&A funds. In addition, Renée provides clients management consulting advice and detailed operations recommendations on internal organization, personnel profiles, and identification of potential hires to Government Affairs and Business Development offices of public sector contractors.
While at Dutko, Renée has successfully crafted and executed a non-traditional marketing/branding campaign for a major systems integrator seeking to be a prime contractor on a multi-billion dollar IT contract vehicle. Renée has also built multiple mutually beneficial partnerships between small and large federal contractors and built public-private partnerships for the purpose of creating effective compliance via overhaul programs. Lastly, Renée has lead and advised Red & Blue Team exercises for both small and large companies competing through the RFP and A-76 processes.
Before joining Dutko Renée served as the senior political aide and policy analyst in the acquisition policy shop within the White House’s Office of Management and Budget. While at OMB, Renée played a lead role in the oversight of large and interagency contracting vehicles in the areas of telecommunications and information technology. Renée was the lead OMB analyst for both Networx and Alliant. Another major area of focus for Renée at OMB was driving policy and implementation for public-private competitions known as A-76 or competitive sourcing.
Prior to OMB, Renée wore multiple hats while working in the Office of the Administrator at the U.S. General Services Administration. Renée’s primary focus was assisting the Chief of Staff and the Deputy Administrator on acquisition-related matters such as program development and dismemberment and on various ad hoc senior management working groups who focused on issues such as the IT fund and suspension & debarment; however, Renée was often asked to take on a myriad of assignments ranging from serving as the GSA representative on a Matricula card interagency working group to being the lead coordinator for GSA’s first bilateral meeting with its Canadian agency counterpart.
Renée serves a Board Director for the National Association of Small Business Federal Contractors and through this role serves a rotating member of The Department of Energy’s Small Business Advisory Board. In addition, Renée is a regular panelist and speaker at various government contracting association conferences and events and has been a regular contributor to The 1105 Groups trade publications. Renée also serves on an advisory board for her alma mater, Birmingham Southern College.
