Ted Macklin is a Managing Director at Dutko where he helps lead the firm’s Global Risk Management discipline. Ted Macklin is a nationally recognized leader in homeland security preparedness and operational response across the United States.
Prior to joining Dutko, Ted led a contract with the US Department of Homeland Security’s (DHS) Office of Operations Coordination Directorate (OPS) within the Office of the DHS Secretary. He also served as lead facilitator for DHS’ Senior Officials Tabletop Exercise (TTX)“Orange Blossom” (SOE 04-02) based on a terrorist improvised nuclear device (IND) attack in a US city which explored the nation’s response capabilities to extreme, catastrophic nuclear effects, and facilitated numerous DHS/FEMA senior-official hurricane preparedness TTXs which included Governor’s, Mayors, County/Parish Executives.
From 2004 – 2006 he designed and facilitated multiple Interagency Incident Management Group (IIMG) TTXs, which included the Secretary/Deputy Secretary and Assistant Secretaries of DHS. These TTXs explored senior policy and operation issues in the context of terrorism and natural disaster scenarios as well as National Cyber Response Coordination Group (NCRCG)/U.S. CERT scenarios. Ted’s experience also includes service on the Secretary’s Post-Katrina Nationwide Plans Review Team for Catastrophic Incident Planning, FEMA’s Gulf Coast Mass Evacuation Capabilities Enhancement Program, and assignment as the DHS Operations Section Chief at the Area Field Office (AFO) in New Orleans, LA for several months in the immediate aftermath of Hurricane’s Katrina and Rita landfall.
Prior to his support to the DHS OPS, Ted completed nearly five years as Assistant Director, Office for Domestic Preparedness (ODP) within the Department of Homeland Security with direct responsibility for the leadership, management and execution of the ODPs Exercise and Evaluation Division. Ted directed the Top Officials (TOPOFF) 2 National Exercise Series in Chicago and Seattle, which, at that time, was the largest combating terrorism exercise ever conducted in the United States, and included direct participation of the Secretary, DHS and nine Cabinet Secretaries. Previously he directed the TOPOFF 2000 exercise in Denver, CO and Portsmouth, NH, a precedent setting weapons of mass destruction (WMD) exercise.
He directed and oversaw the creation and development of DHS/ODP’s Exercise and Evaluation mission from its nascent stage in early 1999 with a budget of $3.5 million and one employee to an organization of 27 federal employees, more than 200 contractors, and a budget of $77 million. Under his direction, ODP’s Exercise and Evaluations Division delivered nearly 300 counter terrorism exercises to 56 jurisdictions across the United States, its territories, and bordering countries, codified national exercise and evaluation doctrine based on the President’s National Strategy for Homeland Security and HSPD-5.
He served as Senior US Delegation Official during several overseas multi-lateral discussions with French and British senior leaders concerning international WMD Preparedness Cooperation. In the 1980's, he served as Program Manager for the DODs international RED CELL program, evaluating US military base terrorism preparedness in 27 nations. He served in the US Navy as a Naval Special Warfare (SEAL) officer as an assault team leader with SEAL Team Six, and as a Platoon Commander with SEAL Team Two. Earlier, he served for several years as a Surface Warfare Officer aboard a nuclear-capable frigate.
Ted received his Bachelor’s Degree from Holy Cross and his Master’s Degree in Business from Georgetown University.
