Among many accomplishments, our team has overseen development of six U.S. national strategies and plans currently in operation, including:

  • President's National Critical Infrastructure Protection Strategy (2003)
  • National Incident Management System (2004)
  • National Response Plan (2005)
  • National Infrastructure Protection Plan (2006, 2009)
  • National Strategy for Countering Improvised Explosive Devices (2008)

The DGRM team also helps clients with development and implementation of comprehensive national infrastructure protection directives; effectively establishing frameworks for collaboration with international partners on numerous vulnerability reduction and risk mitigation strategies and interdependencies issues; structuring negotiations surrounding national-level strategic bi-lateral and multi-lateral CIP engagement frameworks and action plans; developing and implementing key information sharing and collaboration architectures; and establishing national/regional/cross-border exercise and training programs (The DGRM team has run four U.S. Government Top Officials exercises, and supported Cyber Storm I and II-national-level public-private sector cyber security exercises.).

Colonel Robert Stephan, U.S. Department of Homeland Security (DHS) "Plankowner," and DHS Assistant Secretary for Infrastructure Protection, as well as Special Assistant to the Secretary of Homeland Security, and first Senior Director for Critical Infrastructure Protection, Executive Office of the President of the United States. Duties at DHS included the integration of headquarters-level strategic and contingency planning and incident management operations. Stephan was also responsible for developing strategies and implementing national-level programs to mitigate all-hazard risk (terrorism, natural disasters and safety incidents) to18 critical infrastructure sectors, domestically and internationally, at the facility, system, network, and enterprise levels. National plans developed and overseen by Stephan include:

  • National Infrastructure Protection Plan (2006, 2009)
  • National Strategy for Countering Improvised Explosive Devices (2008)

Stephan also led the effort to develop and implement the first comprehensive security regulatory framework for the U.S high- risk chemicals community, as well as the national framework for countering terrorist improvised explosive devices. His distinguished 24-year U.S. Air Force career includes a broad range of command and staff experience in the Joint Special Operations arena.

Theodore Macklin, DHS "Plankowner," currently serving as Senior Consultant to DHS' Office of Operations Coordination. In this capacity, he leads and supports numerous senior-level interagency programs, planning activities and senior official incident management and crisis response exercises. He also supports DHS headquarters-level real world incident management and contingency response operations. He directly interfaces with senior department officials, including the Secretary, on incident management and contingency planning matters. Macklin formerly served as the U.S. Department of Justice's Assistant Director, Office for Domestic Preparedness (ODP), as well as DHS' Assistant Director for National Exercise and Training Programs. His duties included managerial oversight for the National Exercise Program, Top Officials Exercise Program, Lessons Learned Information System, federal grants and training programs, high risk jurisdiction risk assessment and preparedness planning, and national and regional incident management. During Hurricanes Katrina and Rita, Macklin was deployed to New Orleans as Federal Operations Chief to Admiral Thad Allen. Previous government service included a decorated career in Naval Special Warfare.

Brian Sailer has a lengthy career managing both domestic and international client issues, including supporting bilateral relations and technical assistance program development for foreign nations. Sailer has provided strategic counsel to government leadership (Prime Minister/President level) in South& Central America; the Caribbean; Western, Central & Eastern Europe; and Central & South Asia. Domestically, since 9/11 led federal, state and local homeland security strategies in supporting public-private partnerships across the country. Sailer works closely with government and private sector stakeholders to strengthen national readiness and homeland security preparedness, response, and recovery, specializing in all-hazards event planning. He helps public and private sector organizations better define their operational and functional requirements and achieve their mission goals. Sailer played an active role in the creating an effective multi-state homeland security and all-hazards preparedness consortium, and continues to lead programmatic development, federal homeland security grant funding strategies, and sharing of best practices to achieve cross-jurisdictional coordinating requirements and objectives

Christopher Krebs formerly served as Senior Policy Advisor to DHS Assistant Secretary for Infrastructure Protection and coordinator of international activities for the DHS Office of Infrastructure Protection. In that capacity, he managed the oversight of DHS international critical infrastructure protection partnerships, including active engagement with Canada, Mexico, the United Kingdom, as well as a host of other partner governments in Europe, Asia, South and Central America, the Middle East, and Australia. Krebs also represented the U.S. in several multilateral engagements, including NATO and the Group of 8, as well as initiated a U.S./European Commission (EC) dialogue on critical infrastructure protection with the EC's Directorate General for Justice, Freedom and Security. Domestically, his responsibilities included management of complex coordination among federal, state, and local government authorities and their private sector security partners. Krebs helped lead the development, implementation, and enforcement of the Chemical Facility Anti-Terrorism Standards regulatory program, the first nationwide comprehensive security regulatory framework for high-risk chemical facilities, and has briefed the program extensively throughout Europe, the Middle East, and South and Central America.
